Crikey. No wonder we're such a mess as a country.
The constitution says?? Most of the non millitary spending should actually be done locally (by the states). The fed's main job is to protect us from enemies foreign and domestic(inc corporations and banks) and leave social welfare to the states using minimum standards for all.
